A couple of points:
In order for groups to have an association at a National level *BOTH*
organizations have to be interested in having such a relationship. While the
National Convention can pass whatever language it wants to, realistically
all it can do is instruct the board to try to establish a relationship with
a particular group and put some parameters on what kind of relationship that
should be in order to be acceptable.

If you're goal is to encourage chapters to work more closely with particular
groups, you may actually be more effective just by posting info here on
APO-L about the benefits of working with group X than by any attempt to
legislate it. At past conventions there has been a resistance to placing
requirements on what individual chapters should do in their service programs.
