As to service hours.... They are not a burden or a chore so long as the
number of hours is reasonable.  The problem Ive seen with hard wiring
them in bylaws is that 1 semester's program can vary a great
deal from anothers.  A strong SVP may have 100 hrs per person avail
while a weaker one might have only 30 per person...
  But so long as its set somepalce reasonable I think it is fair to
use as a leverage, especially where pledge voting comes to bear.
The Pledge Service Requirement, according to the national pledge
manual, should be equal to the brother service requirement for the semester.
If the brothers have 0, then theoretically thats what you should ask of
the pledges.
  The argument often comes up that "I did my XX hrs when I was a pledge" but
as I said, getting 50 hrs under one SVP maybe easy, while getting them under
another is impossible.  Having the Brothers do it too, can lead you to know
that the fault in week hrs is not with the pledges.
  As with Pledges, you ahve to leave provisions for unforseen circumstances.
Like someone who is in hospital for three weeks, then has to play
catch up with school work, might not be able to get the hrs... always
leave hard wired stuff up to the review of a committee (or Eboard if you
don't do the committee thing =)
