While all the details are not known, this is not just a rumor. The changes
will occur on 8/1/98. Exploring WILL continue, but there will be a worksheet
to go through to decide if you are an Explorer Post (career, police, and fire
units, at least), which will be chartered under the Learning for Life program
OR switched over to the new program (outdoor, hobbies, religious, and probably
sea) under Boy Scouts of America which still has a few days to pick a name and
is taking requests on both explorer-net and NELCnet.
You can probably see the discussion, at least from Explorer-net, by going
through their archives, which *I believe* are at www.scouter.com. You would
need to check from 2/13 to now for all the details. On NELCnet it would be in
the archives at www.bowline.org for about the same dates.
You can view the letter from the Chief Scout Executive announcing the change

however it provides much less data than the discussion on the lists has
provided.
For now, through NELC and up to 8/1, Exploring is Exploring. After that date
still needs to be determined in its entirety. Where APO chapters registered as
Posts will wind up I cannot answer.
