A motion does not _have_ to be made, instead the chair may proceed into
the special orders when the time for their consideration arrives (either
the next item on the agenda, or a stated time).  If the chair does not
notice, or otherwise fails to set aside other business and proceed into
the special orders, then the motion you are looking for is to "Call for
the orders of the day", a priveleged motion requiring neither a second
nor a vote.  (a single person calling forthe orders of the day is
sufficient, unless a 2/3 vote sets aside the special orders)
