OK, this is what I think.  Let the people performing the roll call have
the option of doing it with whomever they want, whether it be chapter,
section, region, staff or other grouping.  This way chapters who want to
do their own roll call can do so whereas other people (like those who are
the lone representatives from their chapters) can form a group for roll
call.  Those wishing to form different groups would just inform the
people at the registration desk as to who is joining them for roll call.
In addition to asking if you're doing roll call or not, the brother doing
registration would ask "with whom?" to all those saying yes.  At this
point, the brother registering would say with their chapter, their
section or some other group.
