I'm getting the idea that there IS no _definitive_ answer to this
issue. It's mostly interpretation of vague policies and bylaws. It's
just that some think that their interpretation is the correct one, and,
if they're in some position of 'authority' over some chapters, try and
force their interpretation onto the chapters.
I think that the vagueness is intentional. That it's there to
give the chapters freedom to choose some policies and their
implementation themselves. There ARE limits to this, I think, and the
SC's and RD's can be there to help make sure that things REALLY don't get
out of hand. But they are not there to dictate, elected 'officials' or not.
Chapters, PLEASE do what you feel is right. If a SC or RD tells
you that you're doing something wrong, DO NOT just bow down and accept
it. Question authority. Look into it. Take their view points and
rationals into considerations. But if you still think that you're doing the
right thing, then, by ALL means, do it.
Remember, the National Convention is and has the last word. And that
means us, the Chapters (along with an alumni vote per region/section? and
the board). I think we can be trusted to let things be unless the
conditions are WAY out of line.
