The key  questions here revolve  around the terms "enrolled" and
"undergraduate"

Is this brother still enrolled at ODU? If so, then the brother can stay
active.

Is this brother woeking on an undergraduate degree (Bachelors or Associate
Degrees), If so, the the brother can not become an advisor.

As for what the brother should do. If both options are open to the student
(enorlled, but has a undergraduate degree)  then what the brother feels he
can do should determine his status. If he thinks he can get to most service
projects attend about the same number of meetings as before, etc. then
staying as an active is probably the way to go, If on the other hand he
(due to time constraints) won't be able to do most of the things he  did as an
active, advisor ship might be the way to go.
