From the National Bylaws:
(4) ADVISORY MEMBERSHIP.
Advisory membership may be conferred upon persons approved by the
chapter to serve on the Advisory Committee, who shall have all rights
and privileges of active membership, except those of voting or holding
office in the chapter, other than Chairman of the Advisory Committee.
Such membership may not be conferred upon undergraduate students.
The last line says he can not be a undergrad and an Advisor at the same
time. If your Chapter's own bylaws do not prohibit Staff members from
being Active Brothers, then if he want's to be Active, he can.
