Can we be selective?

I've posted a few times before concerns the subjectivity of pledge programs
across the nation.... :-)

I am also one of the brothers rechartering a chapter out here at Oklahoma
State University.  I was wondering if anyone knows how to make a
petitioning group's membership selective or, at least, the ones that go on
to become brothers.  We seem to really like everyone so far, but what if an
"undesireable" or two attends a meeting?

Since I am already a brother, do I have more power to control this?
