The answer seems to be yes, but the argument seems circular at
BEST.

III/2/(9) Petitioning membership: Petitioing membership shall be confered
upon enrolled students of an institution of higher ed. in which a Pet. Group.
of APO is located and upon selection by the petitioning  group to participate
in the establishment of a chapter of APO.

The problem is who votes? I guess the arguemtn can be made non-circular in the
following way....

APO will only allow one interest group at any institution. When this group
sends in the Petitioning group form, the people on it are petitioners
[This is NOT stated in the bylaws, and maybe it should be]
(the petitioning ceremony doesn't have any efffect on this) and the
people who are on the form may decide  who to add to the group.

I don't know what the national office would do if two groups of people
out of one interest group sent in separate petitioning forms.
(but I do have the annoying feeling that if it happened in my section,
I'd end up in the middle of it)

No, The types of membership in the Membership section of
the national by-laws are NOT mutually exclusive (You can be honorary,
advisory & life all at teh same time)

You are no longer an active member of APO, since this implies that there is a
chapter at the school. (Right now you are officially an alumni member)
When the petitioning form is sent in (presuably you will be on it)
you will be a petitioning member. However you will have the right to
wear both Active and Petitiioning pins (as far as I can tell). But you have
no more de jure authority in the petitioning group than anyone
else.

Now de facto, you may have a lot more power/responsibility than most
of the others, becuase you know more of what is going on. But chapters
have been started with no brother petitioiners before and I'm not sure their
record of survivability is any better or worse than those with.
