BYOB Risk Management amendments

Brothers,
        I was taking a good look through the Convention Amendments today
and i was struck by the BYOB/ Risk management policy that is proposed.
This stipulates that BYOB be standard policy for all chapter events. It
seemed simple enpugh until I read the definitions at the bottom.
        According to the definition,  a chapter event is defined as any
activity where a majority of the active brotherhood is present. Am I to
understand that if I decide to have a party and more than half of the
actives show up, that my party is then a "chapter function" and I am required
to abide by all of the red tape included in the restrictions and procedures?
As it is worded in the packet, that is what it seems to say (read it for
yourselves). I would appreciate it if somebody can clarify this.
