Chris and other interested:

        I have not seen the proposed admentments, but it seems to me that
Chris' interpetation of the proposal is incorrect.  If by having x number of
brothers present constitutes a "Chapter Function", then would it be a
function of your University if you were to throw a party and half of the
student body showed up?  Even if it's not possible to have half of your
school at a party, think of a similar analogy.
        You would only have to abide by the Risk Management Policy only if
the function were sponsored (paid for) by the chapter.  Check with your RD
for their intrepretation, but that is how  I would read it.
