An important goal of EIAP is to provide a standard of measure, so that buil=
dings with the same ratings are comparable. One umes this to mean that nati=
onally, buildings of similar ratings are environmentally equivalent. Howeve=
r, regionally variable inputs such as energy pricing can directly influence=
the requirements credits so that, depending on region, buildings with simi=
lar ratings could have different requirements. Regionalism is a necessary e=
lement in EIAP, the lack of clear integration currently undermines the actu=
al comparability of rated buildings from programs like (BREEAM, LEED). In t=
hese respects EIAP does not fulfill its goal of providing a standard of mea=
sure. While appears to be accomplishing the goals of an eco labeling progra=
m that is as a marketing and policy tool it is not as successful at being a=
comprehensive methodology for essment of environmental impacts. This is es=
pecially troubling from a consumer perspective, as the EIAP rating is inten=
ded to become the measure for environmental value, upon which future users,=
owners, and public agencies rely. Expanded essment categories and credits =

ls must transform the building sector through a multitude of actions, which=
include increasing energy awareness globally. Buildings today account for =
40% of the world's energy use. The resulting carbon emissions are substanti=
