 PANAJI, India  India's going to have to wait for its first 
Playboy bunnies.After a month of heated debate, the government in the tourist 
hotspot of Goa refused permission for promoters to open the country's first 
Playboy club in a 22,000-square-foot open-air property on upmarket Candolim 
beach.Women's groups and conservative politicians had attacked the proposed 
club, with Michael Lobo, a legislator from the ruling Bharatiya Janata Party 
saying it was "tantamount to promoting prostitution."In the end, the government 
barred the club from opening in one of India's most famous party 
locations on technical grounds. Chief Minister Manohar Parrikar told the 
state assembly Monday that licenses to run so-called beach shacks -- even 
ones as large as the proposed Playboy club -- could not be 
granted to companies, only individuals.`'We cannot give them a license to 
operate a beach shack," Parrikar said.Mumbai-based PB Lifestyle announced 
last year it had obtained an exclusive license to open Playboy clubs, 
hotels, bars and cafes and sell Playboy branded merchandise in India. It 
said it would start with a club in Goa and then expand 
to the southern city of Hyderabad.PB Lifestyle chief executive Sanjay Gupta 
did not immediately respond to a message left at his office.He said 
last year he was working to recast Playboy into an aspirational lifestyle 
brand that wouldn't spark a backlash in the conservative country, distancing 
itself from nudity and ton

him on the legislation. It's a top second-term priority for the president.The 
bill is the result of months of secretive negotiations among eight lawmakers. 
In addition to Schumer and McCain, they are Democrats Dick Durbin of 
Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado, 
working with Republicans Marco Rubio of Florida, Lindsey Graham of South 
Carolina and Jeff Flake of Arizona.The legislation is a painstaking attempt 
to balance a focus on border security and legal enforcement sought by 
Republicans in the group with Democratic priorities like making citizenship 
widely accessible. Crafting the bill was a time-consuming process of seeking 
compromise and bringing together traditionally opposed groups, such as the 
U.S. Chamber of Commerce and the AFL-CIO, the United Farm Workers and 
the American Farm Bureau Federation.But even harder work lies ahead now 
that legislative language will become public for other lawmakers and groups 
on all sides to examine and react to. The Senate Judiciary Committee 
will hold hearings on the bill beginning Friday and likely move to 
amend and vote on it in May, with action on the Senate 
floor expected later in the summer. The Republican-controlled House also 
must act, and opposition from some conservatives there is likely to be

<p style="font-size:xx-small;"> Missouri Department of Revenue Director Brian Long has resigned amid a controversy 
over the agency's handling of concealed gun permit documents.Gov. Jay Nixon 
announced Long's resignation Monday and said it was effective immediately. 
The governor's statement did not say why Long resigned or whether he 
was asked to do so.Long was appointed to the job by Nixon 
on Dec. 13.That came shortly after the Department of Revenue had launched 
a new process for issuing driver's licenses in which clerks are making 
electronic copies of applicants' personal documents, such as concealed carry 
permits. Republican lawmakers have raised concerns about the potential for 
people's privacy rights to be violated.During a Senate committee hearing 
last week, Long had declined to stop scanning the documents.
 CAIRO  An Egyptian court has sentenced a policeman to 15 years 
imprisonment for manslaughter for torturing an ultraconservative Salafi 
Muslim to death.The Alexandria Criminal Court found Osama el-Kounayassi 
guilty of using torture to extract confessions from the man, suspected of 
involvement in a suicide bombing at a Coptic Christian church over two 
years ago. El-Kounayassi had earlier won a retrial after another court found 
him guilty and sentenced him to life imprisonment in absentia.The Salafi 
was arrested along with other suspects in the aftermath of the bombing 
on Jan. 1, 2011, when at least 21 worshippers were killed while 
leaving a New Year's Eve mass in the port city of Alexandria.Anger 
over police use of torture was a key grievance behind Egypt's 2011 
popular revolt.
