OBrien began his show on a very serious note last night, and 
as he spoke to his audience about the events of the day 
in Boston, he seemed shaken by the news.Just before 3 p.m. on 
Monday, two bombs went off near the finish line of the famed 
Boston Marathon, killing three and injuring more than 140 people.O'Brien 
put his usual jokes aside, almost entirely, to reflect on the emotional 
day.Boston is my hometown  its where I grew up, and its 
where my family lives. So I just wanted to take a moment 
to say that  like everyone here  my thoughts and prayers 
are with the people of Boston and everyone who has been affected 
by this senseless act, he said. That said  it is our

high court, in the course of reviewing that case, would strike down 
a major element of civil rights enforcement."Perez simply could not allow 
the Court to rule," the report said. "Perez sought leverage to stop 
the city from pressing its appeal."The case the Justice Department was allegedly 
concerned about was St. Paul's appeal to the Supreme Court, on a 
case in which property owners said the city made extraordinary efforts, 
through strict code enforcement, to condemn their properties.The owners 
said reducing the amount of affordable housing for minorities violated the 
federal Fair Housing Act -- by what is known as "disparate impact."Perez 
appeared to think the Supreme Court overturning the case would have been 
a severe blow to civil rights enforcement, the report concluded.The "disparate 
impact" provision, which the report described as legally questionable, prohibits 
housing policies that end up discriminating against certain groups even 
if those policies are not blatantly discriminatory."Perez sought, facilitated, 
and consummated this deal because he feared that the Court would find 
disparate impact unsupported by the text of the Fair Housing Act," the 
report said.The other end of the alleged deal was for the Justice 
Department not to get involved in cases against the city of St. 
Paul that alleged the city received millions in Department of Housing and

more will do so before the border is secure. The Senate proposal 
will dramatically increase illegal immigration."People brought here illegally 
as youths would have a faster path: They could get green cards 
in five years and would become eligible for citizenship immediately thereafter.U.S. 
citizens no longer would be able to sponsor their siblings for eventual 
U.S. citizenship, a change activist groups have opposed. That's among several 
changes aimed at rebalancing an immigration system that now awards around 
15 percent of green cards to people with employment ties, and the 
majority to people with family ties, to a system that awards 45 
percent to 50 percent of green cards based on employment ties.There would 
be no limit in the number of green cards awarded to people 
of extraordinary ability in science, arts, education, business or athletics, 
or to outstanding professors, doctors and others. A new startup visa would 
be created for foreign entrepreneurs trying to come here to start their 
own companies.Visas for highly skilled workers greatly in demand by technology 
companies would nearly double. Low-skilled workers would be able to come 
in for jobs in construction, long-term care and other industries, ultimately

<p style="font-size:xx-small;"> WASHINGTON  President Obama says he expects North Korea to make "more 
provocative moves" over the next several weeks.However, he says his administration 
does not believe Pyongyang has the capacity to put a nuclear warhead 
on a ballistic missile. His says his conclusion is based on current 
intelligence estimates.A report revealed last week showed that the Pentagon's 
Defense Intelligence Agency has "moderate confidence" that the North has 
the knowhow to deliver a nuclear weapon by ballistic missile.Obama says 
he hopes the U.S. and international community can contain any further provocations 
from North Korea and move to resolve the nuclear dispute with the 
isolated nation through diplomacy.The president spoke in an interview with 
NBC's "Today" that was aired Tuesday.
 In a political role reversal, Republicans are blasting President Obama's 
plan to consider selling the Tennessee Valley Authority, an icon of the 
New Deal long targeted by conservatives as an example of government overreach.Obama's 
2014 budget proposal calls for a strategic review of the TVA, the 
nation's largest public utility with 9 million customers in seven states 
from Virginia to Mississippi.Selling the U.S-owned power company could reduce 
the federal deficit by at least $25 billion and "help put the 
nation on a sustainable fiscal path," Obama says in a budget document.Not 
so fast, say GOP lawmakers in the region."It's one more bad idea 
in a budget full of bad ideas," said Sen. Lamar Alexander, R-Tenn., 
a longtime TVA champion."There is no assurance that selling TVA to a 
profit-making entity would reduce electric bills in the Tennessee Valley, 
and it could lead to higher electricity rates" for customers in Alabama, 
Georgia, Kentucky, Mississippi, North Carolina, Tennessee and Virginia, 
Alexander said.Sen. Richard Shelby, R-Ala., vowed to "carefully study any 
proposals to restructure TVA" to ensure it continues to deliver affordable 
electricity throughout the region.Privatizing TVA has been proposed before 
"and been determined to be a very bad idea," added Rep. John 
Duncan, R-Tenn.Administration officials emphasized that privatization was 
just one option being considered. Sale of the agency has been discussed 
by prior administrations
