RABAT, Morocco Morocco condemned on Monday any talk of giving the
U.N. mission to the disputed Western Sahara territory the power to supervise
human rights after reports surfaced the U.S. was backing the move.The United
States is "in discussions" over proposing that MINURSO expand its mission
to include monitoring human rights, confirmed U.S. embassy in Rabat spokesman
Rodney Ford.It is a position long backed by international human rights groups,
who maintain the Moroccan government violates the rights of Saharan people
living in the former Spanish colony.U.N. Secretary-General Ban Ki-moon said
in a report Thursday that continued reports of human rights violations required
sustained monitoring by a neutral party.The Moroccan statement, issued after
a meeting among the king, Cabinet and political party heads on Monday,
however, rejected any such proposal and said Morocco's efforts to promote
human rights were internationally recognized."The bias of such a unilateral
move without prior consultation, in terms of content, context and procedure
can only evoke incomprehension and rejection," said the statement.Morocco
annexed the former Spanish colony to its south in 1976, sparking a
fight for independence in the region. There was a ceasefire in 1991,
but a proposed U.N. referendum over the fate of the territory has
never been carried out.Morocco has proposed wide-ranging autonomy for mineral-rich
Western Sahara, but the Polisario Front, the p
a's most important ally, as well as with Seoul and Tokyo.In Seoul,
South Korean Defense Minister Kim Kwan-jin told a parliamentary committee
Monday that North Korea still appeared poised to launch a missile from
its east coast, though he declined to disclose the source of his
information.Kerry warned North Korea not to conduct a missile test, saying
it would be provocation that "will raise people's temperatures" and further
isolate the country and its impoverished people. He said Sunday that the
U.S. was "prepared to reach out," but that Pyongyang must first bring
down tensions and honor previous agreements.Foreign governments have been
trying to assess how seriously to take North Korea's recent torrent of
rhetoric warning of war if the U.S. and South Korea do not
stop holding joint military maneuvers just across the border.The Associated

<p style="font-size:xx-small;"> As debate begins this week on sweeping firearms legislation, supporters
are running into renewed concern from conservatives that the bill could
lead to a gun "registry" despite adamant pledges to prohibit this.Fear of
a national registry has remained even after two influential senators last
week proposed a compromise on background checks. The proposal, which will
be voted on as an amendment, would expand background checks to gun
shows and Internet sales while exempting personal transactions like those
among family members.The provision, meant to ease concerns about the checks
becoming too pervasive, also included language to bar the creation of a
federal registry.But the language was not enough. Some gun-rights supporters
continue to worry about a slippery-slope scenario, where a background check
expansion sets the stage for a national registry -- which could then
be exploited to seize weapons from individuals. Despite the fact that licensed
dealers already keep records of their sales and a national registry has
not yet been created, the Second Amendment nightmare scenario has lived
on."Once you get these lists out there, once you have a gun
dealer keeping lists for lots of other people, the only way that
works, frankly I think, is if you keep the paper," Sen. Roy
Blunt, R-Mo., told Fox News on Monday. "And if you keep the

The Secret Service expanded its security perimeter at the White House on
Monday following the explosions at the Boston Marathon.Secret Service spokesman
Ed Donovan said the measure was taken "out of an abundance of
caution" and noted that it was not unusual to expand or contract
the security perimeters.President Obama was briefed on the explosions by
FBI Director Robert Mueller and Homeland Security Secretary Janet Napolitano.
The White House said the president also spoke with Massachusetts Gov. Deval
Patrick and Boston Mayor Tom Menino and pledged to provide whatever federal
support was needed in responding to the incident.Vice President Joe Biden
was on a conference call with gun control activists when staffers turned
on televisions in his office Monday to view coverage of the explosions.
He said during the call that his prayers were with those in
Boston.The Secret Service, as part of its expanded security near the White
House, shut down Pennsylvania Avenue, cordoning off the area with yellow
police tape. Several Secret Service patrol cars also blocked off the entry
points to the road.The White House was not on lockdown and tourists
and other onlookers were still able to be in the park across
the street from the executive mansion.
