an important factor in Sunday's election to replace socialist President
Hugo Chavez, who died last month after a long battle with cancer.His
political heir, Nicolas Maduro, is favored to win, largely on the strength
of Chavez's generous anti-poverty programs, which Chavez emphasized over
public works with one big exception: housing.But polls show that support
may be eroding and the outages are a testament to the neglect
many Venezuelans consider inexcusable in this major oil-producing state.
Violent crime, double-digit inflation, official corruption and persistent
food shortages are other factors.Some of the rolling, intermittent blackouts

three to four hours a day on average, said Miguel Lara, who

lines are running so hot that 20,000 distribution transformers burned out

in high-risk border sectors within five years, a commission made of border
state officials would make recommendations on how to achieve it.After 10
years, people granted "registered provisional immigrant status" could apply
for green cards granting them permanent residency -- and the ability to
seek citizenship -- if the new security and fencing plans have been
completed, the mandatory employment verification system is in place and
used by all employers, and the new electronic exit system is operating
at airports and seaports, collecting machine-readable visa or passport information
from airplanes and ships.The electronic exit system is meant to keep better
track of people in the country on temporary visas. Some 40 percent
of people in the country illegally arrived with visas but stayed after
they expired. The employment verification piece would be an expansion of
an existing system called E-Verify that's currently voluntary for most employers,
though it's mandatory in some states.The bill would allocate $5.5 billion
for the various proposals, including $1.5 billion for fencing, $2 billion
for other border measures and $2 billion to help the commission of
border state officials do its work, should that become necessary, the person
said, stressing more or less money could be allocated if needed.The border

met with a mixed response ahead of a key test vote Thursday,
with the White House giving its blessing while some top Republicans and
gun rights groups still voiced concerns.Senate Democrats plowed ahead with
a planned test vote on the sweeping gun control legislation. The so-called
cloture vote is set for 11 a.m. ET Thursday, and a congressional
aide told Fox News that Democrats are likely to reach the 60-vote
threshold needed to proceed toward debate and eventually a final vote. They
will face resistance from more than a dozen Republican senators, including
Sen. Rand Paul, R-Ky., who have vowed to try to block the
legislation.A compromise struck between conservative Sens. Joe Manchin,
D-W.Va., and Patrick Toomey, R-Pa., boosted the legislation's chances and
earned praise from President Obama."I applaud Senators Joe Manchin and Pat
Toomey for their leadership on forging a bipartisan agreement around commonsense
background checks that will make it harder for dangerous people to get
their hands on a gun," Obama said in a written statement. "This
is not my bill, and there are aspects of the agreement that
I might prefer to be stronger. But the agreement does represent welcome
and significant bipartisan progress."But Sen. Tom Coburn, R-Okla., echoed
many Republicans in calling it "a good-faith but unworkable plan.""The proposal

of the family members' visit, saying, "I'm a parent, a grandparent ...

premise." He said that expanding the checks wasn't gun control, "just common
sense."The agreement makes it all but certain that the Senate will reject
a conservative blockade and vote Thursday to begin debating Democrats' gun
legislation. Besides broader background check requirements, the bill would
also toughen laws against illicit firearms sales and provide a small increase
in school security aid.Underscoring that the fight was far from over, NRA
spokesman Andrew Arulanandam said the organization opposes the Manchin-Toomey
accord. The group, which has fought most of Obama's gun proposals and
claims nearly 5 million members, said the focus should be on improving
