Former Sen. Richard Lugar is being knighted on orders from the Queen
of England, joining a select list of Americans to receive the distinction.The
Indiana Republican, who this year left the Senate after serving 36 years,
will receive the rank of honorary Knight Commander of the Most Excellent
Order of the British Empire during a ceremony at the British Embassy
in Washington on Tuesday. The British Ambassador, Sir Peter Westmacott,
is set to preside.Since leaving the Senate, Lugar has taken on various
roles, including leading the Richard G. Lugar Institute for Diplomacy and
Congress with the German Marshall Fund. He also serves as a distinguished
scholar and professor at the Indiana University School of Global and International
Studies.Lugar said he is deeply honored to be knighted. "I will focus
my service on solving our most serious challenges in a spirit of
cooperation between our countries," he said in a statement Monday.He said
he was first inspired by Queen Elizabeth's leadership "when she received
me as the young Rhodes Scholar in London, 58 years ago and
asked me about Indiana."Lugar's studies at Oxford University were his first
outside of the United States. He went on to become one of
the Senate's foremost foreign policy experts, focusing much of his work
on nuclear proliferation issues and relations with Europe. Along with former
Sen. Sam Nunn, D-Ga., Lugar crafted legislation that helped eliminate nuclear
warheads in the forme
PORT-AU-PRINCE, Haiti A humanitarian agency in Haiti says the number of
people still displaced by the earthquake three years ago is 320,050.That's
a 79 percent decrease since the number of people living in settlements
after the quake peaked at 1.5 million a few months after the
2010 disaster.The International Organization of Migration also looks at
recent departures from the camps.The organization says about 60 percent
of the 27,230 people who left during the past three months did
so because of a government program that provides rental subsidies for those
living in camps.It says 6 percent of the departures were people who
were evicted something that typically happens when landlords want to
get their land back.The group released its report Monday.

<p style="font-size:xx-small;"> Two congressional Democrats in the Massachusetts special Senate election
suspended their campaigns Monday, following the fatal explosions at the
Boston Marathon.In light of today's events, we are suspending all campaign
activity, Rep. Stephen Lynch said on his Twitter feed. We encourage all
our supporters to spend time with their loved ones.Rep. Ed Markey announced
the same.In response to reported explosions at the site of the Boston
Marathon, the Ed Markey for Senate has suspended campaign activities including
canvassing, phone banking, fundraising and television advertisements, the
congressmen said in a press release.At least two people were killed and
23 others were injured when two bombs exploded near the finish line,
on the west side of the citys downtown, officials said.The blasts shattered
the end of the race, sending authorities out on the course to
carry away the injured while stragglers in the iconic, 26.2-mile event were
rerouted away from the smoking site.More than 26,000 runners had entered
the race and thousands more were lined along the homestretch, on Boylston
Street, when the explosion occurred at about 3 p.m.The primaries in the
special election are April 30, and the general election is June 25.
The candidates are running for the open seat of Massachusetts Democratic
Sen. John Kerry, who is now secretary of State.The Associated Press contributed
to this report.
President Obama said Monday that officials do not know who is behind
the attack on the Boston Marathon, but vowed that those responsible will
"feel the full weight of justice."The president assured that the administration
is mobilizing its "full resources" to help investigate and provide security."The
American people will say a prayer for Boston tonight," Obama said.The president
addressed the nation from the White House briefing room just hours after
the explosion.Officials tell Fox News that Obama has been in touch with
Massachusetts officials regarding the fatal attack and has directed his
administration to provide "whatever assistance is necessary."Reflecting
the very preliminary stage of the investigation, Obama said authorities
do not know who was behind the explosion."We still do not know
who did this or why, and people shouldn't jump to conclusions before
we have all the facts," he said. "But make no mistake, we
will get to the bottom of this. ... We will find out
who did this, and we will hold them accountable."A White House official
said the president called Boston Mayor Tom Menino and Massachusetts Gov.
Deval Patrick earlier Monday to "express his concern for those who were
injured and to make clear that his administration is ready to provide
needed support as they respond to the incident."Obama was briefed by Homeland
