intrusive searches of their Qurans. According
to the lawyers, most of the 166 prisoners are participating in the
hunger strike.U.S. officials also say there has been no tightening of restrictions
and that the Qurans have been searched in a respectful way by
Muslim translators looking for contraband such as medications or potential
weapons. The military said 43 prisoners were classified as hunger strikers
under a definition that includes missing nine consecutive meals.Killmer
told reporters after the hearing that he will either file an appeal
or a new petition."We're going to keep fighting," he said, adding that
several other detainees are close to death as well. He said that
Obama doesn't want to take responsibility for what's happening at the prison.Last
week, White House spokesman Jay Carney said that Obama is committed to
closing Guantanamo. But asked if Obama is following the hunger strike, Carney
said he hadn't had a conversation with him about it.Obama announced within
days of his inauguration in January 2009 that he wanted to shutter
the facility that houses terror suspects, but Republicans and some Democrats
in Congress have resisted. In 2010, Hogan tossed out most of the government's
evidence against al-Madhwani on grounds his confessions were coerced, allegedly
by U.S. forces, before he became a prisoner at Guantanamo. But Hogan
ruled that statements he made during two military administrative hearings

Court on another matter. The department was allegedly concerned that the
high court, in the course of reviewing that case, would strike down
a major element of civil rights enforcement."Perez simply could not allow
the Court to rule," the report said. "Perez sought leverage to stop
the city from pressing its appeal."The case the Justice Department was allegedly
concerned about was St. Paul's appeal to the Supreme Court, on a
case in which property owners said the city made extraordinary efforts,
through strict code enforcement, to condemn their properties. The owners
said reducing the amount of affordable housing for minorities violated the
federal Fair Housing Act -- by what is known as "disparate impact."Perez
appeared to think the Supreme Court overturning the case would have been
a severe blow to civil rights enforcement, the report concluded. The "disparate
impact" provision, which the report described as legally questionable, prohibits
housing policies that end up discriminating against certain groups even
if those policies are not blatantly discriminatory."Perez sought, facilitated,
and consummated this deal because he feared that the Court would find
disparate impact unsupported by the text of the Fair Housing Act," the
report said. The other end of the alleged deal was for the Justice
Department not to get involved in cases against the city of St.
Paul that alleged the city received millions in Department of Housing and

<p style="font-size:xx-small;"> w York gun owner had his
weapons mistakenly seized. They were later ordered to be returned.Sens.
Joe Manchin, D-W.Va., and Pat Toomey, R-Pa., who drafted the background
check amendment, insist a registry is expressly prohibited. The language
of the proposal says the Justice Department "may not consolidate or centralize
the records" on firearms sales or possession. It goes on to say
nothing in the proposal would allow the establishment of a "federal firearms
registry."Manchin, speaking on CBS' "Face the Nation," reiterated that sellers
can do a background check and keep a record -- but the
proposal would prohibit a national registry, punishing anybody who tries
creating one with up to 15 years imprisonment.Despite the assurances, some
lawmakers were skeptical."It has been said on the floor recently that background
check legislation cannot lead to gun registries because federal law prohibits
that. But current federal law can be changed," Sen. Charles Grassley, R-Iowa,
said last week, calling recordkeeping a "step toward registration."He cited
testimony that gun registration is important to ensuring a system of universal
background checks works. Those concerns were echoed Monday by Blunt, who
said he plans to oppose the bill. He cited reports last week
that said 185,000 people in his state were affected after a list
of concealed-weapon permit holders was given to federal officials.Sen. Tom
Coburn, R-Okla., also said in a statement last week
As a belligerent North Korea gives mixed signals about its intentions, Sen.
John McCain on Monday urged the U.S. to be prepared to shoot
down any missile that leaves North Korean airspace. The hawkish Republican
senator made the call in a brief statement Monday afternoon. So far,
Pyongyang has not gone through with a missile launch, despite expectations
among some that the regime could mark the anniversary of Kim Il
Sung's birth with such a launch."As the world waits to see whether
North Korea will act on its threat to test launch a medium-range
ballistic missile, I maintain that the United States should treat any North
Korean missile launch as a threat to our national security and our
allies, and that we should shoot it down once it leaves North
Korean airspace," McCain said in a statement. "North Korea's leaders should
have no doubt that the United States of America has both the
capability and the will to eliminate the threats they seek to pose
to international peace and stability."U.S. defense officials have already
said the United States has the capability to intercept any missile headed
toward the homeland -- though it is seen as unlikely that North
Korea would fire a missile toward the U.S.Asked Monday about the absence
of any missile test so far, White House Press Secretary Jay Carney
said officials are still monitoring "very carefully.""We would not be surprised
if that series of provocative actions and bellicose statements were
