The government offices in Oregons Curry County are like scenes from a
ghost town. Fliers are pasted to the windows. A meeting room is
dark. The offices that are open have few, if any, residents getting
services.It's the result of diminishing federal welfare known as timber
payments -- money given to counties with federal forest land in exchange
for not letting loggers harvest trees."We can't rely on them for income
and it's been declining every year," said Curry County Commissioner Susan
Brown. "I feel like we have our hand out all the time."She
is among a group of lawmakers who think the payments are hurting
the county in the long run. She wants the timber payments to
end, even though it could bankrupt the county of 21,000, with an
unemployment rate of 11.8 percent.Last year, Congress appropriated $676
million, with Oregon taking the largest single share, $99 million.The county
is already running a bare-boned operation, which includes empty offices,
a part-time building inspector and four sheriff deputies patrolling an area
the size of Rhode Island.Meanwhile, state lawmakers are proceeding as if
Congress will not renew the payments, which began in 2000.What were becoming
in the timber-dependent counties is the Appalachia of the Pacific Northwest,
said state Rep. Val Hoyle, leader of the Oregons Democrat-controlled House.

NAIROBI, Kenya Kenya's Supreme Court says the execution of the nation's
March presidential election wasn't perfect but that petitions to overturn
the result did not prove President Uhuru Kenyatta was illegally elected.The
court announced its ruling in late March but on Tuesday released its
113-page written decision. The court ruling said that petitions by former
Prime Minister Raila Odinga and civil rights activist Gladwell Otieno do
not disclose "any profound irregularity in the management of the electoral
process."Kenyatta beat seven other presidential candidates with 50.07 percent
of the vote. That slim margin over the needed 50 percent was
challenged by Odinga who got 43 percent
and civil society groups that complained of anomalies in the voting process.

Missouri Department of Revenue Director Brian Long has resigned amid a controversy
over the agency's handling of concealed gun permit documents.Gov. Jay Nixon
announced Long's resignation Monday and said it was effective immediately.
The governor's statement did not say why Long resigned or whether he
was asked to do so.Long was appointed to the job by Nixon
on Dec. 13.That came shortly after the Department of Revenue had launched
a new process for issuing driver's licenses in which clerks are making
electronic copies of applicants' personal documents, such as concealed carry
permits. Republican lawmakers have raised concerns about the potential for
people's privacy rights to be violated.During a Senate committee hearing
last week, Long had declined to stop scanning the documents.
