only a small number of service men and women, reflected battlefield contributions
in a world of changing warfare. He said that remotely piloted aircraft
and cyber systems have changed the way that wars are fought and
can change the course of a conflict from afar.But the Veterans of
Foreign Wars and other groups sent a letter to President Obama in
March, asking him to keep the medal ranked below the Purple Heart,
which is awarded for combat injuries. Critics said the ranking was an
injustice to those troops who risked their lives in battle.The right decision
was made, the VFW said Monday. This decision will clearly keep medals
that can only be earned in combat in their high order of
precedence, while providing proper recognition to all who support our war-fighters
regardless of their distance from the fight.The American Legion's national
commander, James E. Koutz, said Hagel's decision keeps the evolving roles
of military combat in proper perspective."Cyber and drone warfare have become
part of the equation for 21st-century combat, and those who fight such
battles with distinction certainly deserve to be recognized," Koutz said
in a statement. "But the American Legion still believes there's a fundamental
difference between those who fight remotely, or via computer, and those
fighting against an enemy who is trying t

ruling.The proposal was a compromise reached between Republican legislative
leaders and Democratic Gov. Mike Beebe as an alternative to expanding Medicaid
enrollment. Under the bill, Arkansas would take the federal Medicaid funds
it would have received to expand the program and instead use that
money to purchase private insurance for 250,000 residents who make up to
138 percent of the poverty line, which amounts to $15,415 per year.U.S.
Health and Human Services Secretary Kathleen Sebelius has said the state's
plan was consistent with Medicaid's requirements, but in a letter to Beebe
this month she stopped short of giving final approval.Some Republican support

U.S. Secretary of State John Kerry stopped in Chicago on Monday
to visit the parents of the young U.S. diplomat who was killed
while delivering textbooks in southern Afghanistan earlier this month.Kerry
made the detour on his way back from Japan, the final leg
of a 10-day overseas tour which started with tragedy when he learned
of Anne Smedinghoff's death while readying to depart for Turkey on April
6.At the time, a clearly affected Kerry contacted Smedinghoff's parents,
Tom and Mary Beth, from Andrews Air Force Base. On Monday, he
flew in directly to see them and Smedinghoff's three siblings.Smedinghoff
was just 25 when she and four other Americans were killed while
walking from a military base to a nearby school. Two explosions occurred,
apparently a suicide car bombing followed by a roadside blast.An FBI investigation
is in its preliminary stages.The diplomat's father, Tom Smedinghoff, says
the Kerry visit was only the latest by people in the U.S.
diplomatic corps who reached out to the family."It really reinforces for

he said.The hearing Friday will feature Homeland Security Secretary Janet
Napolitano.Leahy said he's working with Grassley to determine who will testify
on Monday.The bill is expected to include a host of provisions. Aside
from creating a pathway to legal status for illegal immigrants, it would
establish a regulated temporary worker program, make changes to border security
and make changes to the legal immigration system.Rubio told "Fox News Sunday"
that anybody living illegally in the United States and attempting to get
a visa would face a long list of qualifications, which includes paying
taxes, a fine and an application fee as well as having a
job and waiting for at least 10 years."That is not amnesty," said
Rubio, a Cuban-American considered a key member of the so-called bipartisan
Gang of Eight. "Amnesty is the forgiveness of something."The Rubio-backed
plan faces scrutiny not only from fellow conservative senators but also
the National ICE Council, the union representing thousands of U.S. Immigration
and Customs Enforcement employees.The group has urged Rubio to exit the
talks, complaining that negotiators and the White House have not involved
them in drafting the bill -- though they would be expected to
carry out enforcement.
