Venezuela's disputed election are facing off with National Troops on a highway
in the capital.The university students are chanting anti-government slogans
and yelling for others to join their protest.Soldiers in riot gear are
preventing the students from continuing their march down the highway toward
the west of Caracas, where most of the government is headquartered.There
is heightened security across the capital. The National Guard has parked
armored vehicles in a central plaza and police in riot gear are
standing guard at other points.Opposition candidate Henrique Capriles has
challenged his narrow loss to acting President Nicolas Maduro in Sunday's
election to replace the deceased Hugo Chavez.The newspaper Ultimas Noticias,
meanwhile, is reporting clashes in western Barinas state between police
and protesters.

secretary nominee Thomas Perez cut a "secret deal behind closed doors" with
leaders of a Minnesota city, persuading them to drop a contentious lawsuit
in exchange for the Justice Department staying out of whistleblower cases
brought against the city, according to a congressional Republican report.The
"quid pro quo," according to the report, potentially cost taxpayers as much
as $200 million.The allegations are highly unusual, though are already being
disputed by congressional Democrats. Perez is not a favorite of congressional
Republicans, and the charges could impact his pending confirmation hearing
-- scheduled for this Thursday.The report, obtained in advance by Fox News,
claimed Perez in February 2012 "manipulated" federal law as assistant attorney
general and "pushed the limits of justice to make this deal happen."Both
cases involved the city of St. Paul. The 67-page report states that
the Justice Department's decision to opt out of the whistleblower cases
potentially cost taxpayers as much as $200 million -- the amount the
government could have won had it pursued damages in the case.But, according
to the report, the Justice Department stayed away from that case in
order to get the city to drop an appeal to the Sup

who maintain the Moroccan government violates the rights of Saharan people

in a report Thursday that continued reports of human rights violations required
sustained monitoring by a neutral party.The Moroccan statement, issued after
a meeting among the king, Cabinet and political party heads on Monday,
however, rejected any such proposal and said Morocco's efforts to promote
human rights were internationally recognized."The bias of such a unilateral
move without prior consultation, in terms of content, context and procedure
can only evoke incomprehension and rejection," said the statement.Morocco
annexed the former Spanish colony to its south in 1976, sparking a
fight for independence in the region. There was a ceasefire in 1991,
