All in all, this was a pretty shameful day for Washington, but
this effort is not over''-- President Obama in the Rose Garden denouncing
the bipartisan Senate vote to block expanded background checks for firearms
purchases.An angry President Obama vented his frustrations with Congress
after several of his fellow Democrats helped block gun-control legislation
in the Senate. Denouncing the lies of his political opponents and calling
the day shameful, Obama vowed to fight on.But there seems to be
little fear of Obamas anger.The president promised that he would mobilize
his supporters to push his agenda, defy history to make midterm election
gains and thereby avoid lame-duck status. But its apparent that many of
his fellow Democrats either dont think he is serious or dont believe
he can make it stick.Theres reason for them to disbelieve.Obamas strategy
of battering Republicans with a series of painful votes to make midterm
gains for his party depends on getting Democrats to take politically risky
stances. If Obama cannot threaten or entice Democrats to vote his way,
though, the plan cannot work.As the vote on gun control approached, Obama
did hit the campaign trail as promised to speak in support. But
it was a muted measure. Obama didnt visit the home states of
Democratic holdouts or use his online network to hold major rallies or
organize his community to knock on doors.After the first test of Obamas
new model, he has nothing to show. Had

to the report, the Justice Department stayed away from that case in
order to get the city to drop an appeal to the Supreme
Court on another matter. The department was allegedly concerned that the
high court, in the course of reviewing that case, would strike down
a major element of civil rights enforcement.The case the Justice Department
was allegedly concerned about was St. Paul's appeal on a case in
which property owners said the city made extraordinary efforts, through
strict code enforcement, to condemn their properties. The owners said reducing
the amount of affordable housing for minorities violated the federal Fair
Housing Act -- by what is known as "disparate impact."Perez appeared to
think the Supreme Court overturning the case would have been a severe
blow to civil rights enforcement, the report concluded.The "disparate impact"
provision, which the report described as legally questionable, prohibits
housing policies that end up discriminating against certain groups even
if those policies are not blatantly discriminatory.Perez acknowledged Thursday
that he thought that case "was a poor vehicle for the Supreme
Court to address the broad issue."Asked why he intervened, he said "The
Department of Justice is really a guardian of the Fair Housing Act."Alexander
retorted: "Well, the Department of Justice is a guardian of taxpayers as
well."But Perez noted that the value of a losing case

that although the number of mental health records available to the background
check system increased 800 percent since 2004, some states said they were
not sharing mental health information because of concerns about restrictions
under HIPAA privacy law. Obama is interested in a change that would

health condition that might explain why Sandy Hook shooter Adam Lanza killed
20 children and six adults before killing himself. The rifle he used
was purchased by his mother, whom he also killed at home before
heading to the school.The background check system does not give retailers
access to mental health records but simply tells them whether a buyer
is approved, denied or needs additional investigation before a firearm may
be purchased. The system doesn't tell the seller why a potential buyer
was denied.
Reports that the suspects in the Boston bombing are believed to be
from the region near Chechnya may have caught some by surprise --
rebels in Chechnya are known for their violent and long-running campaign
to break away from Russia, but not for exporting terror to America.But
congressional researchers and foreign policy analysts have long tracked
a connection between the Chechnya region and Islamic extremists sympathizing
with Al Qaeda and the Taliban. If the suspects are indeed Chechen,
analysts told Fox News they may represent part of a jihadi network
which has made its way to American soil."The Chechen jihadi network is
very extensive," Middle East analyst Walid Phares said Friday. "They have
a huge network inside Russia and Chechnya."John Bolton, former U.S. ambassador
to the United Nations, said Chechen rebels are motivated by two things
-- a desire for independence from Russia and Islamic radicalism. He speculated
that, if the suspects are Chechen, they could be motivated more by
the latter. "They could well be supported by a significant international
network," he said.One suspect is dead and another is on the loose,
as federal and local law enforcement are engaged in what Massachusetts Gov.
Deval Patrick called a "massive manhunt." Many questions are still unanswered.Sources
said authorities are investigating whether Dzhokhar A. Tsarnaev, 19, of
