The Federal Aviation Administration is warning pilots that it has created
a no-fly zone over the site of two explosions at the annual
Boston marathon. The agency said in a notice issued Monday about an hour
after the explosions that a no-fly zone with a 3.5-mile radius has
been created over 811 Boylston Street. The zone is limited to flights
under 3,000 feet in altitude, which is lower than most airliners would
fly except when taking off or landing. The notice says the no-fly zone
is effective immediately, and will remain in effect until further notice.
Pilots planning flights were urged to call their local flight service station.
As a belligerent North Korea gives mixed signals about its intentions, Sen.
John McCain on Monday urged the U.S. to be prepared to shoot
down any missile that leaves North Korean airspace. The hawkish Republican
senator made the call in a brief statement Monday afternoon. So far,
Pyongyang has not gone through with a missile launch, despite expectations
among some that the regime could mark the anniversary of Kim Il
Sung's birth with such a launch."As the world waits to see whether
North Korea will act on its threat to test launch a medium-range
ballistic missile, I maintain that the United States should treat any North
Korean missile launch as a threat to our national security and our
allies, and that we should shoot it down once it leaves North
Korean airspace," McCain said in a statement. "North Korea's leaders should
have no doubt that the United States of America has both the
capability and the will to eliminate the threats they seek to pose
to international peace and stability."U.S. defense officials have already
said the United States has the capability to intercept any missile headed
toward the homeland -- though it is seen as unlikely that North
Korea would fire a missile toward the U.S.Asked Monday about the absence
of any missile test so far, White House Press Secretary Jay Carney
said officials are still monitoring "very carefully.""We would not be surprised
if that series of provocative actions and bellicose statements were

<p style="font-size:xx-small;"> RABAT, Morocco Morocco condemned on Monday any talk of giving the
U.N. mission to the disputed Western Sahara territory the power to supervise
human rights after reports surfaced the U.S. was backing the move. The United
States is "in discussions" over proposing that MINURSO expand its mission
to include monitoring human rights, confirmed U.S. embassy in Rabat spokesman
Rodney Ford.It is a position long backed by international human rights groups,
who maintain the Moroccan government violates the rights of Saharan people
living in the former Spanish colony.U.N. Secretary-General Ban Ki-moon said
in a report Thursday that continued reports of human rights violations required
sustained monitoring by a neutral party. The Moroccan statement, issued after
a meeting among the king, Cabinet and political party heads on Monday,
however, rejected any such proposal and said Morocco's efforts to promote
human rights were internationally recognized."The bias of such a unilateral
move without prior consultation, in terms of content, context and procedure
can only evoke incomprehension and rejection," said the statement.Morocco
annexed the former Spanish colony to its south in 1976, sparking a
fight for independence in the region. There was a ceasefire in 1991,
but a proposed U.N. referendum over the fate of the territory has
never been carried out.Morocco has proposed wide-ranging autonomy for mineral-rich
Western Sahara, but the Polisario Front, the p
or the jury as it decides
whether to convict the former waitress and aspiring photographer of murder. The
arguments between prosecutor Juan Martinez and defense lawyer Kirk Nurmi
showed how acrimonious the trial has become between the two sides after
more than three months of testimony.Nurmi claimed that the prosecutor committed
misconduct by bullying a key defense witness. Martinez used the words "voodoo"
and "fantastical" to describe a last-minute defense effort to admit digitally
enhanced photos of the victim."This isn't second grade. It's a court of
law," Nurmi said. The jury was not present as the judge heard arguments
on several issues. The one that elicited the most colorful response was a
defense effort to allow jurors to see enhanced images of Travis Alexander
just before he was stabbed and shot to death.Arias took several photographs
of Alexander on the day he was killed in 2008. A defense
expert claims that he can see a reflection of a person in
the eye of Alexander in one digitally enhanced image. Nurmi said the
image shows Arias with both hands on the camera and
not holding a knife that she used to kill Alexander. The splotchy image
is impossible to interpret with the naked eye, and Martinez ripped the
defense team for trying to introduce it as evidence. He said he
sees what he thinks is Alexander's dog in the reflection. He said
other people might see completely different things, whether it's different
breeds of dogs or ev
