temporarily blocked Mississippi from revoking the license of the state's
only abortion clinic.U.S. District Judge Daniel P. Jordan III extended an
injunction he issued several months ago, which blocks the state from closing
the clinic while it tries to fulfill a 2012 state law.The law
requires all OB-GYNs who do abortions at Jackson Women's Health Organization
to have privileges to admit patients to a local hospital.Jordan's ruling
comes three days before the state Department of Health was scheduled to
hold a license revocation hearing for the clinic over its acknowledged inability
to get the admitting privileges. Now the administrative hearing won't be
held, said health department spokeswoman Liz Sharlot.Jordan's ruling says
the state cannot close the clinic while it still has a federal
lawsuit pending to challenge the 2012 law. A trial date has not
been set.The Department of Health notified Jackson Women's Health Organization
in late January that it intended to revoke the clinic's license. The
clinic was allowed to stay open as it awaited this week's hearing.Nancy
Northup, president and CEO of the Center for Reproductive Rights, praised

<p style="font-size:xx-small;">Former Sen. Richard Lugar is being knighted on orders from the Queen
of England, joining a select list of Americans to receive the distinction.The
Indiana Republican, who this year left the Senate after serving 36 years,
will receive the rank of honorary Knight Commander of the Most Excellent
Order of the British Empire during a ceremony at the British Embassy
in Washington on Tuesday. The British Ambassador, Sir Peter Westmacott,
is set to preside.Since leaving the Senate, Lugar has taken on various
roles, including leading the Richard G. Lugar Institute for Diplomacy and
Congress with the German Marshall Fund. He also serves as a distinguished
scholar and professor at the Indiana University School of Global and International
Studies.Lugar said he is deeply honored to be knighted. "I will focus
my service on solving our most serious challenges in a spirit of
cooperation between our countries," he said in a statement Monday.He said
he was first inspired by Queen Elizabeth's leadership "when she received
me as the young Rhodes Scholar in London, 58 years ago and
asked me about Indiana."Lugar's studies at Oxford University were his first
outside of the United States. He went on to become one of
the Senate's foremost foreign policy experts, focusing much of his work
on nuclear proliferation issues and relations with Europe. Along with former
Sen. Sam Nunn, D-Ga., Lugar crafted legislation that helped eliminate nuclear

Arkansas House members failed to approve a budget bill for a plan
to use federal Medicaid dollars to buy private health insurance for low-income
residents, slowing the Legislature to a crawl in what was expected to
be its final week of meetings.The House voted 69-28 in favor, leaving
the "private option" proposal six votes short of the 75 votes needed
for it to pass. The plan would let Arkansas use federal Medicaid
funds to buy private insurance for low-income residents under the new federal
health care plan.Legislators had already approved a bill setting up the
program, but an attached budget bill needs a supermajority -- three-fourths
of each chamber -- before it can take effect. The proposal also
requires final approval from the federal government, which has endorsed
the concept but wants to see specifics.A Friday vote had been set,
but House leaders who support the bill delayed work so representatives could
explain the plan to constituents. After Monday's vote, the House immediately
adjourned until Tuesday. Leading lawmakers had previously said they wanted
to finish up work for this year's legislative session by this Friday.Gov.
