PORT-AU-PRINCE, Haiti A humanitarian agency in Haiti says the number of
people still displaced by the earthquake three years ago is 320,050.That's
a 79 percent decrease since the number of people living in settlements
after the quake peaked at 1.5 million a few months after the
2010 disaster. The International Organization of Migration also looks at
recent departures from the camps. The organization says about 60 percent
of the 27,230 people who left during the past three months did
so because of a government program that provides rental subsidies for those
living in camps. It says 6 percent of the departures were people who
were evicted something that typically happens when landlords want to
get their land back. The group released its report Monday.
The Supreme Court is staying out of the gun debate for now.The
justices on Monday declined to hear a challenge to a strict New
York law that makes it difficult for residents to get a license
to carry a concealed handgun in public. The court did not comment in
turning away an appeal from five state residents and the Second Amendment
Foundation. Their lawsuit also drew support from the National Rifle Association
and 20 states. The high court action comes amid an intensifying congressional
debate on new gun control measures. The issue has resurfaced prominently
in Washington in the wake of the Newtown, Conn., school shooting that
killed 20 children and six adults.

<p style="font-size:xx-small;"> A Texas restaurant sparked a heaping dish of controversy this weekend for
posting a sign on its marquee making fun of domestic violence.Roots Bistro,
an organic, vegetarian-friendly restaurant in Houston, put up a sign outside
the restaurant Saturday that read: "Beer should be like violence: domestic."According
the the Houston Chronicle the sign had been up for only 10
minutes, yet it quickly drew criticism on social media sites like Facebook
and Twitter as passersby who took pictures of the sign and posted
pictures on the Internet. (See an image of the sign.)One user, Amanda
Nash wrote on Roots Bistro's Facebook, "Was really disappointed when I saw
this...domestic violence is not a joke."Manager Kenneth Choateexplained
that the saying was taken off the Internet by an employee who
had seen it on an another business marquee, the Chronicle reported."Everyone
makes mistakes," said Choate. "We completely deserved the backlash, and
I can't be mad at anyone but myself," he told the Houston
Press. But in another lapse of judgment, the restaurant took down the offensive
sign and put up another sign that read: "Seriously, focus your energy
on equal rights."That sparked even more anger. One used, named Allison Marek
wrote:I'm MOST upset about the second sign that made light of the
damage the first sign did. Ya'll are like a little kid that
has to be forced to apologize for doing something hurtful.By Sunday, the
restaurant posted a full apology on i
RABAT, Morocco Morocco condemned on Monday any talk of giving the
U.N. mission to the disputed Western Sahara territory the power to supervise
human rights after reports surfaced the U.S. was backing the move. The United
States is "in discussions" over proposing that MINURSO expand its mission
to include monitoring human rights, confirmed U.S. embassy in Rabat spokesman
Rodney Ford.It is a position long backed by international human rights groups,
who maintain the Moroccan government violates the rights of Saharan people
living in the former Spanish colony.U.N. Secretary-General Ban Ki-moon said
in a report Thursday that continued reports of human rights violations required
sustained monitoring by a neutral party. The Moroccan statement, issued after
a meeting among the king, Cabinet and political party heads on Monday,
however, rejected any such proposal and said Morocco's efforts to promote
human rights were internationally recognized."The bias of such a unilateral
move without prior consultation, in terms of content, context and procedure
can only evoke incomprehension and rejection," said the statement.Morocco
annexed the former Spanish colony to its south in 1976, sparking a
fight for independence in the region. There was a ceasefire in 1991,
but a proposed U.N. referendum over the fate of the territory has
never been carried out.Morocco has proposed wide-ranging autonomy for mineral-rich
Western Sahara, but the Polisario Front, the p
