could not support any tax cuts in the current legislative session if
the bill doesn't pass. The Senate immediately adjourned without taking up
any bill after the House vote. Senate President Michael Lamoureux said other
pending issues, including a tax cut package and the proposed budget for
the year, were paused while lawmakers consider the private option."I think
it puts everything on hold, and probably not much of a chance
of wrapping up by Friday at this point," said Lamoureux, R-Russellville.Arkansas
is deciding whether to enact an alternative to the Medicaid expansion that
was once required under the federal health care law but is now
a choice left up to individual states after last year's Supreme Court
ruling. The proposal was a compromise reached between Republican legislative
leaders and Democratic Gov. Mike Beebe as an alternative to expanding Medicaid
enrollment. Under the bill, Arkansas would take the federal Medicaid funds
it would have received to expand the program and instead use that
money to purchase private insurance for 250,000 residents who make up to
138 percent of the poverty line, which amounts to $15,415 per year.U.S.
Health and Human Services Secretary Kathleen Sebelius has said the state's
plan was consistent with Medicaid's requirements, but in a letter to Beebe
this month she stopped short of giving final approval. Some Republican support
for the "private option" proposal is also linked

Northup said in a news release Monday. "We will continue our work
to see this underhanded attempt to ban abortions in Mississippi struck down
as a violation of women's constitutional reproductive rights."Admitting
privileges can be difficult to obtain. Some hospitals won't issue them to
out-of-state physicians, while hospitals that are affiliated with religious
groups might not want to associate with anyone who does elective abortions.
Alabama Gov. Robert Bentley last week signed a similar requirement into
law for physicians who work at abortion clinics in his state.Clinic owner
Diane Derzis told The Associated Press on Monday that Jackson Women's Health
Organization has been unable to get the privileges at any of the
Jackson-area hospitals where it applied. She said she believes that's in
large part because hospital administrators don't want anti-abortion protesters
outside their facilities.Even if physicians don't have admitting privileges,
a patient can be transferred from the clinic to a hospital emergency
room, if needed. The clinic has said the customary practice is for
a hospital to remain in contact with the physician who transferred the
patient to the emergency room, regardless of whether that doctor has admitting
privileges at the hospital. The clinic is about two miles north of the
state Capitol building, in a trendy neighborhood with restaurants, art galleries

<p style="font-size:xx-small;"> President Obama said Monday that officials do not know who is behind
the attack on the Boston Marathon, but vowed that those responsible will
"feel the full weight of justice."The president assured that the administration
is mobilizing its "full resources" to help investigate and provide security."The
American people will say a prayer for Boston tonight," Obama said. The president
addressed the nation from the White House briefing room just hours after
the explosion.Though Obama did not use the word "terror," officials separately
told Fox News that the White House does believe this was a
terror attack."When multiple devices go off, that's an act of terrorism,"
a senior administration official told Fox News.Officials tell Fox News that
Obama has been in touch with Massachusetts officials regarding the fatal
attack and has directed his administration to provide "whatever assistance
is necessary."Reflecting the very preliminary stage of the investigation,
Obama said authorities do not know who was behind the explosion."We still
do not know who did this or why, and people shouldn't jump
to conclusions before we have all the facts," he said. "But make
no mistake, we will get to the bottom of this. ... We
will find out who did this, and we will hold them accountable."A
White House official said the president called Boston Mayor Tom Menino and
Massachusetts Gov. Deval Patrick earlier Monday to "express his concern

WASHINGTON U.S. consumer prices declined last month as the cost of
gas fell sharply and food prices were unchanged. The tame reading is
the latest evidence that the sluggish economy is keeping inflation in check. The
Labor Department says the consumer price index declined a seasonally adjusted
0.2 percent in March, after jumping 0.7 percent in February. Gas prices
fell 4.4 percent, reversing part of February's 9.1 percent gain.Except for
February's large increase, consumer prices have declined or been unchanged
in four of the past five months. In the past year, consumer
prices have risen 1.5 percent. That's the smallest yearly increase in the
past eight months.Excluding the volatile food and energy categories, core
prices rose 0.1 percent. In the 12 months ending in March, they
rose 1.9 percent.
