costs because they would drive up bond prices up and interest yields
down, since prices and yields move in opposite directions. Governments could
then take advantage of those lower yields when they sell bonds to
pay off old bonds that are coming due.The ECB has actually bought
no bonds under the offer. The mere fact that the offer exists,
however, affected the bond market and lowered borrowing costs for countries
such as Spain and Italy.CHEAP LOANS TO BANKS: The ECB made an
unlimited amount of cheap, three-year loans available to banks on two occasions.
In December 2011, 523 banks borrowed 489 billion euros ($608.17 billion)
and 800 banks borrowed 530 billion in a second operation in February
2012.The long duration of the loans gave banks security that they would
have the money they needed through 2015. It eliminated market fears
that one or more banks might collapse and thus made it easier
for banks to borrow money and function in support of the wider
economy.Some of the money is now being repaid by banks under a
provision that lets them give the money back after a year.EMERGENCY ASSISTANCE:
The ECB is allowing national central banks in troubled countries to make
emergency loans to banks that are not eligible to borrow from the
ECB's programs. That is because those banks don't have enough safe collateral
such as hig
y.Microsoft's larger Surface Pro tablets, which run
standard Windows 8, did better in the quarter. IDC didn't specify how
many, but it's at least 700,000 based on the figures provided.Microsoft
has said it plans to release a series of smaller tablets in
coming months, apparently to compete with Apple's iPad Mini and Amazon.com's
Kindle Fire. Windows RT is the likely software choice for the tablets.Meanwhile,
the global tablet market more than doubled to 49.2 million units, according
to IDC's estimate. That means nearly two tablets were sold for every
three PCs, a record level.Apple remained the largest maker of tablets, but
its market share shrank to 39 percent, the lowest yet. Samsung Electronics
is cementing its position as the second-largest maker of tablets, with 18
percent market share, according to IDC.Microsoft's market share was 1.8
percent, with 900,000 Windows RT and Windows 8 tablets shipped. It's at
No. 5, behind AsusTek and Amazon.

its first squadron with unmanned aircraft, formally adopting drone technology
amid debate over its growing use in warfare.Military officials will launch
the maritime strike squadron called "Magicians" on Thursday at the Naval
Air Station North Island base on Coronado, near San Diego.The squadron will
have eight manned helicopters and a still-to-be-determined number of the
Fire Scout MQ-8 B, an unmanned helicopter that can fly 12 continuous
hours, tracking targets.Lt. Aaron Kakiel says the squadron will be aboard
the Navy's new littoral combat ship in about a year.He says most
Navy drones now are operated by contractors overseen by military personnel.The
squadron's creation comes 100 years after the formation of the first Navy
air detachment.The Air Force has various drone squadrons.
WASHINGTON The Obama administration on Wednesday appealed a federal judge's
order to lift all age limits on who can buy morning-after birth
control pills without a prescription.In appealing the ruling, the administration
recommitted itself to a position Obama took during his re-election campaign
that younger teens shouldn't have unabated access to emergency contraceptives,
despite the insistence by physicians groups and much of his Democratic base
that the pill should be readily available.A day earlier, the Food and
Drug Administration lowered the age that people can buy the Plan B
One-Step morning-after pill without a prescription to 15 -- younger than
the current limit of 17 -- and decided that the pill could
be sold on drugstore shelves near the condoms, instead of locked behind
pharmacy counters.That decision appeared to fly in the face of a judge's
decision last month that women of any age should be allowed to
buy both Plan B and its cheaper generic competition as easily as
they can buy aspirin. U.S. District Judge Edward Korman of New York
gave the FDA 30 days to comply, and the Monday deadline was
approaching fast, prompting the administration on Wednesday to ask the court
to put the ruling on hold while it reconsiders.With the appeal, the
Obama administration is making clear that it's willing to ease access to
emergency contraception only a certain amount -- not nearly as broadly as
doctors' groups and contraception advocates h
