termine which immigrants to pursue for deportation, and which to let go.
Her aides claimed it was a matter of prioritizing resources, though some
agents claimed it ran afoul of immigration law.Napolitano's department later
enacted a Dream Act-style policy giving young illegal immigrants a reprieve."Secretary
Napolitano's tenure at the Department of Homeland Security was defined by
a consistent disrespect for the rule of law," Sen. Jeff Sessions, R-Ala.,
one of her chief critics, said in a statement. The news of her
departure apparently caught Napolitano's staff by surprise, Fox News is
told. Officials, though, said the view among many at the department is
that Napolitano has been "out of sight, out of mind" for a
while -- particularly since she declared "the system worked" after a terrorist
tried, unsuccessfully, to set off a bomb on a Detroit-bound flight in
2009.She came under criticism for that comment, and again for saying several
months later that the attempted bombing in Times Square was merely a
"one-off."The secretary had a knack for attracting Republican ire, for times
when she appeared to downplay the global terrorist threat. She once, for
instance, described terrorism as "man-caused disasters."The agencies within
the DHS have also been a popular target of lawmakers. Most recently,
the Transportation Security Administration was compelled to back off a policy
allowing small knives on planes after intense pushback from Congress. At

ocrats criticized the measure, saying it was considered
with little debate and no proof from medical experts that different standards
are needed. The bill authorizes the state health department to apply standards
for ambulatory surgical centers to the clinics to address on-site recovery,
protect patient privacy and ensure patients with complications receive necessary
medical attention "while not unduly restricting access."Only one abortion
operator in North Carolina is a licensed ambulatory surgical center. Many
of the other 16 clinics in the state won't be able to
comply with the regulations because it will be too costly to upgrade
their facilities, women's health groups said. Some clinics in South Carolina
and Virginia have closed when faced with similar requirements, women's health
groups say."It's a very bold in-your-face vicious attack on women's health,"
said Rep. Alma Adams, D-Guilford."This bill is not about safety. It is
about limiting choice," said Rep. Jean Farmer-Butterfield, D-Wilson.Republican
women speaking for the measure said orders by state health officials to
close clinics in Durham and Charlotte show the need for different standards.
They said other clinics in recent years have had dirty, unsterilized equipment,
dried blood on medical lamps and improperly used medicine."We've looked
at the documented complaints," said Rep. Sarah Stevens, R-Surry. "Don't
tell me this isn't about health and safety. That is exactly what

issues on procedural or standing grounds," he said in a telephone interview.
"This clears the way to go to the U.S. Supreme Court, which
will be the final stop anyway."A Justice Department spokesman did not immediately
respond to a telephone message.Liberty's lawsuit also challenged the provision
requiring most individuals to buy health insurance or pay a penalty. The
individual mandate takes effect in 2014, while the employer requirement
has been delayed until 2015.In last year's decision upholding the Affordable
Care Act, the Supreme Court ruled the individual mandate is a constitutional
exercise of congressional taxing power. A majority of the justices said
the mandate did not fall under the power of Congress to regulate
interstate commerce. That case did not address the employer mandate. The
appeals court said unlike the individual mandate, the employer requirement
is a valid exercise of Congress's authority under the Commerce Clause. Unlike
individuals who may be doing nothing, the court said, businesses by their
very nature are engaged in commerce."It has long been settled that Congress
may impose conditions on terms of employment that substantially affect interstate
commerce," the court said. "Requiring employers to offer their employees
a certain level of compensation through health insurance coverage is akin
to requiring employers to pay their workers a minimum wage."Two individual
plaintiffs also
Universal PicturesPlanning to visit Poland soon? Beware of the vampires.Well,
not really.According to the Telegraph, skeletons were found with their heads
removed and placed on their legs in the Polish town of Gliwice. This
gruesome burial is evidence that the victims had been accused of being
a vampire and thus had subjected to an execution ritual -- murdered
and mutilated, to make sure that the undead stayed dead.Sometimes, those
accused of being vampires were simply decapitated, while others would be
hung from a gibbet (a gallows of sorts) until the head separating
from the body. Then, the heads were placed on the legs to
deter the so-called creatures of the night from rising from their graves.Historians
say that such practices were common among former pagan tribes, in the
years following their conversion to Christianity.Found during the construction
of a road near Gliwice in southern Poland, the bodies left archaeologists
highly surprised: They were used to finding remains of WWII soldiers --
not "vampire" skeletons.Unlike the pale, blood-thirsty creatures depicted
in numerous television shows, books and movies, the definition of a vampire
in the Middle Ages was much broader. In those times, a vampire
could be anyone who still held pagan beliefs, according to the Telegraph.
