I expect there is more regulation than you might expect, though
perhaps it has to do with the fact that most of them operate on MIT
property.

I distinctly recall seeing the proprietor of the pizza truck (Yona's
Pizza) in the student center repeatedly this past year (~6 times), I
believe because he had to spend a lot of time with the Office of
Campus Dining. I certainly don't know the details, but it sure looked
regulatory.

Further, I believe the city licenses food trucks; at least those
on Mass Ave.

For a while, we had a late-night food truck in front of 77,
"Marty B's Mobile Meals." There was a brief article about it
in the July 7, 2004 issue of The Tech (PDF only, upper-left corner
of p.4, http://www-tech.mit.edu/V124/PDF/N29.pdf). But then
the truck disappeared (perhaps it was just a summer phenomenon?).

On the other hand, I was told that Marty B's was back a few weeks ago,
though I haven't actually seen it.
