ring peak periods.Coburn claimed the FAA has failed to make
"smart cuts" to avoid this outcome. He suggested the agency could reduce
spending on "consultants, supplies and travel" by 15 percent, saving $105
million. He also claimed the agency could save much more than that
by trimming a grant program for airport improvements.Huerta said Thursday
the furloughs were necessary.Likewise, the agency sees no way around closing
149 air traffic control towers at small airports that are currently operated
under contract for the FAA, Huerta told the Senate Appropriations Committee's
transportation subcommittee. The tower closings have been delayed until
June 15.The furloughs and tower closings were designed "to minimize impacts
on the maximum number of travelers," he said. But he acknowledged, "We're
forced to choose between very unattractive options."Another Republican lawmaker
accused the White House of deliberately trying to upset the public."They
want to cause the most pain to the American people out there
so they will put pressure on Congress to back away from sequestration
(spending cuts)," Rep. Bill Shuster of Pennsylvania told a transportation
gathering hosted by the National Journal news magazine. Shuster chairs the
House Transportation and Infrastructure Committee."I believe he (President
Barack Obama) is instructing his agencies to do things that inflict the
most pain on the most people. This should be laid right at
the president's fee
o government documents, only 33 percent

agency has been fiscally responsible and taken action to establish additional
controls across the agency." He said the TSA would continue to do
so in the future. We have canceled previously approved conferences, meetings
that require travel, and training activities. This includes management control
training, field oversight and compliance audits, operational and support
program coordination planning and preparedness training, he said.Mica, a
Florida Republican, helped set up the Transportation Security Administration
after the Sept. 11 attacks. Since then he has been very public
about his criticism of it, frequently accusing it of over-spending and mismanagement.
In the past, hes referred to it as the little bastard child
I created.Halinski also testified that he does not expect the sequester
to lead to furloughs for his agency, and his agency has not
noticed longer lines at airports because of it.

<p style="font-size:xx-small;">I
believe he (President Barack Obama) is instructing his agencies to do things
that inflict the most pain on the most people. This should be
laid right at the president's feet," Shuster said. The FAA's 47,000 employees
-- including nearly 15,000 controllers -- are scheduled for one furlough
day every other week through Sept. 30. That will reduce the number
of controller hours on duty and pay by 10 percent, Huerta said.In
order to maintain safety with fewer controllers, takeoffs and landings will
have to be less frequent, and planes will have to be spaced
farther apart when they are in the air, he said. That reduces
the efficiency of the air traffic system, creating delays, he said. The impacts
may differ depending upon the airport, Huerta said. At Chicago's busy O'Hare
International Airport, for example, it's possible there won't be a full
complement of controllers to staff the airport's two control towers, requiring
one tower to be shutdown. Without a second tower, one of the
airport's runways will have to shut down, reducing takeoffs and landings,
he said. Most airports only operate one control tower. The employee furloughs
will save an estimated $200 million, and the tower closings will save
$25 million, Huerta said.A spokesman for the union that represents air traffic
controllers said the ramifications of the furloughs are still unclear."We
don't know with any specificity what's going to happen until this goes
down," Doug Church of t
The 2010 report said lands like Chechnya -- as well as
Pakistan and Somalia -- are seen by "jihadi theoreticians" as places where
"fighting is not only legitimate but also compulsory." The same report also
noted Chechen rebel leader Doku Umarov has tried to align the insurgency
"with the global jihadist narrative," supporting the establishment of an
"Islamic emirate in the Caucasus."Whether Chechens, however, have actually
gone to the frontlines in Afghanistan and Pakistan is a matter of
fierce dispute. A Congressional Research Service report earlier this year
said "some Chechen fighters fighting alongside Taliban/Al Qaeda forces have
been captured or killed."But other studies have sharply questioned this
kind of reporting, claiming that American officials and media were buying
into a Russian narrative that Moscow was simply fighting Islamic terrorists
in Chechnya.A 2004 report from University of Massachusetts at Dartmouth
professor Brian Glyn Williams described a more complicated picture."While
it is certainly possible that Chechen individuals made their way to Afghanistan
to fight for the Taliban in Afghanistan, the complete absence of even
a single Chechen POW among the thousands captured by the Northern Alliance
and the U.S. would clearly refute the wild claims that the Chechens
formed the 'largest contingent of Al Qaeda's foreign legion'," he wrote.Williams
told FoxNews.com, rather, that "there's a jihad element that has grown large
