a campaign rally that Venezuela's late President Hugo Chavez's spirit appeared

Associated PressVALENCIA, Venezuela It's just after nightfall and the power
is out again in untold hundreds of thousands probably millions
of Venezuelan homes. If the government knows how many,
it's not saying. It hasn't issued reports on problems in the public
power grid since 2010.In Venezuela's third-largest city, Pedro Martinez
dons a shirt for visitors drawn by the flicker of candles inside
his one-story, cement-block house in a middle-class district. The Caribbean
heat is sticky thick inside. A mesh hammock hangs by the front
door."This happens nearly every day," Martinez says of the blackout, holding
a candle close so a reporter can take notes. It's the day's
second outage. The first struck just after noon. It's been like this for
five years, pretty mu

The agreement also prioritizes collecting records over protecting citizens,"
Coburn said. "This is the wrong approach.Preventing sales to dangerous persons,
not collecting receipts, will save lives."The National Rifle Association
followed up with its own criticism of the proposal."Expanding background
checks at gun shows will not prevent the next shooting, will not
solve violent crime and will not keep our kids safe in schools,"
the NRA said. "The sad truth is that no background check would
have prevented the tragedies in Newtown, Aurora or Tucson."Other Republicans
voiced concern that the legislation being voted on Thursday still included
the older background check measure. Senate Republican Leader Mitch McConnell,
who plans to vote against proceeding on Thursday, said that background check
provision would be a "clear overreach.""The following offenses would now
be federal crimes absent surrendering their firearms and conducting a background
check. Federal offenses: an uncle giving his nephew a hunting rifle for
Christmas; a niece giving her aunt a handgun for protection; a cousin
loaning another cousin his hunting rifle if the loan occurs just one
day before the beginning of hunting season," he said. The Manchin-Toomey
plan would be voted on later as an amendment. Manchin and Toomey
both have received "A" ratings from the NRA, and their endorsements could
make it easier for hesitant colleagues to back th

surveillance drones will protect visiting dignitaries and monitor protests
during the G-8 summit in June. The annual meeting of leaders from the
United States, Britain, Russia, Japan, Germany, France, Italy and Canada
is expected to inspire left-wing demonstrations in Northern Ireland and
the neighboring Republic of Ireland. Irish Republican Army splinter groups
also could mount attacks. On Thursday, Assistant Chief Constable Alistair
Finlay told a Catholic-Protestant board that oversees police operations
his force would deploy 4,500 officers and 3,500 more would come from
Britain. The board approved the purchase of three surveillance drones for
the event. Finlay said the G-8 was the biggest high-security event ever
mounted in Northern Ireland. It happens June 17-18 at a lakeside resort near
Enniskillen.

180 km (111 miles) south the coastal city of Suez, Egypt. Egypts
state of antiquities affairs minister has declared the discovery of a historic
coastal port dating back to King Khufu of the fourth dynasty of
the old pharaonic kingdom. The Franco-Egyptian team working in the Suez

Most of the discovered papyri date back to the 27th year of
the reign of King Khufu. The papyri included information about number of
the port workers and details about their daily lives. They were transferred
to the Suez museum for study and registration. (AP Photo/Egypt's Supreme
