identified Roe as a person of interest in their investigation, but before 
they could question him, he shot himself in the head outside Eden 
Prairie police headquarters Thursday afternoon. Roe was transported to an

 Federal prosecutors in Chicago plan to appeal a judge's surprise decision 
to release an Illinois teenager charged with seeking to travel abroad and 
join an Al Qaeda-linked militant group in Syria.The U.S. Attorney's Office 
announced their plan to appeal Thursday afternoon in the case of 18-year-old 
Abdella Ahmad Tounisi. Hours earlier, the judge said Tounisi could be released 
under home confinement.Judge Daniel Martin stayed his own order for 24 hours 
to give prosecutors a chance to appeal. That means Tounisi wasn't immediately 
released.Tounisi, an Aurora resident, was arrested at O'Hare International 
Airport last month as he allegedly prepared for the first leg of 
a trip to join Qaida-affiliated Jabhat al-Nusrah, which is fighting Syrian 
President Bashar Assad's regime.In arguing for continued detention, prosecutors 
also noted Thursday that Tounisi had allegedly spoken with a friend of 
his last year about bombing targets in Chicago. Tounisi is not charged 
in that case, though the friend, Adel Daoud, was and is in 
jail awaiting trial.After announcing his ruling, the otherwise soft-spoken 
U.S. magistrate judge leaned forward on his bench Thursday and raised his 
voice, telling the teenager he should take the allegations seriously."This 
is no game, Mr. Tounisi. OK?" Judge Martin told hi

Peter Boogaard, said earlier this week that the government was working to 
fix the problem, which allowed Tazhayakov to be admitted into the country 
when he returned to the U.S.Under existing procedures, border agents could

to a second officer for additional inspection or questioning. Tazhayakov 
was not sent to a second officer when he arrived, because, Boogaard 
said, there was no information to indicate Tazhayakov was a national security 
threat. Under the new procedures, all border agents were expected to be 
able to access SEVIS by next week.The government for years has recognized 
as a problem the inability of border agents at primary inspection stations 
to directly review student-visa information. The Homeland Security Department 
was working before the bombings to resolve the problem, but the new 
memo outlined interim procedures until the situation was corrected.Under 
the new procedures, border agents will verify a student's visa status before 
the person arrives in the U.S. using information provided in flight manifests. 
If that information is unavailable, border agents will check the visa status 
manually with the agency's national targeting data center.It is unclear
