Korea's new young leader, Kim Jong Un.Meanwhile, North Korea has been angered
by increasing sanctions and ongoing U.S.-South Korean military exercises,
which have included a broad show of force ranging from stealthy B-2
bombers and F-22 fighters to a wide array of ballistic missile defense-capable
warships. The exercises are scheduled to continue through the end of the
month.This past week, the U.S. said two of the Navy's missile-defense ships
were moved closer to the Korean peninsula, and a land-based system is
being deployed to the Pacific territory of Guam later this month. The
Pentagon last month announced longer-term plans to beef up its U.S.-based
missile defenses.While Washington is taking the North Korean threats seriously,
U.S. leaders continue to say that they have seen no visible signs
that the North is preparing for a large-scale attack.The defense official,
who was not authorized to speak publicly about the Minuteman 3 test
delay and requested anonymity, said U.S. policy continues to support the
building and testing of its nuclear deterrent capabilities. And the official
said the launch was not put off because of any technical problems.The
globe-circling intercontinental ballistic missiles make up one of the three
legs of America's nuclear arsenal. There are about 450 Minuteman 3 missiles
based in underground silos in the north-central U.S. The other two legs
of the nuclear arsenal are submarine-launched ba
including prison guards and state troopers.Johnson
also said the fees are not automatic and will be decided during
future contract negotiations between the union and local school boards.
The fees will not go toward political activities and workers are not
being forced to join the union, he also said. The legislature has
already passed OMalley incremental gas-tax increase that will up the price
of a gallon of gas by as much as 20 cents by
2016 and the governors gun-control bill, which is considered among the toughest
in the county. The bill includes bans on assault weapons, limits on
high-capacity magazines and fingerprinting for buyers.Mourad said he expects
OMalley will sign the union bill.OMalleys office said Wednesday the bill
was not part of the governors legislative agency and no decision has
been made whether he would sign it."Gov. OMalley has been competing with
(New York) Gov. Cuomo to make Maryland the most liberal and high
taxed state in the nation," said state Republican Delegate Susan Krebs.
"It is a race to the bottom for Maryland. This is all
an effort by the governor to position himself to the left of
his potential presidential contenders.There is no doubt that Maryland has
become the bluest of blue states."

insurance examiner was found wrapped in a blanket and bound with duct
tape Saturday in a river in Carson City, and four suspects were

that while a positive identification and cause of death have not been
officially established, investigators believe the body found by searchers
in the Carson River is that of William McCune, who disappeared earlier
this week.Authorities suspected foul play after finding evidence Thursday
of a bloody, violent struggle in McCune's apartment in Carson City, the
state's capital. Deputies were called to the apartment after the 62-year-old
McCune failed to board a flight with a co-worker and other employees
found no sign of him when they went to his residence.All four
suspects are from the Carson City area, Furlong said, but detectives were
unsure of their relationship to McCune or motive for the slaying.Still,
investigators continue to believe McCune's death concerned "personal" matters
and was not work-related, the sheriff said. He declined to elaborate.Michael
Evans, 23, and Anthony Elliot, 20, were booked on murder charges, while
Raul Garcia, 22, and Makyla Blackmore, 20, were arrested on burglary charges.Evans

art mystery and determine the rightful owner of a napkin-sized painting
by French impressionist Pierre-Auguste Renoir that a Virginia woman says
she bought at a flea market for $7.The ownership is in dispute
after documents were uncovered showing a Baltimore museum reported the painting
stolen more than 60 years ago.The painting has been seized by the
FBI, and the federal government filed an action last month in U.S.
District Court in Alexandria asking a judge to determine who should keep
the painting.Among the contenders is a Lovettsville woman, Marcia "Martha"
Fuqua, who has told the FBI that she bought the painting at
