It's an old, effective tactic when there's an audience.
It's easier to defend your point when nobody raises
overt challenges to it.

I don't have a problem with the rule, but so much
the speaker's reading of it. As soon as he noticed
he was losing his audience, he should have conceded
and let Aimee speak. Calling the CPs was a bad move
for him.
