network ports problem

We have some hosts where we cannot replace the standard telnetd so we
use an alternate port for the Kerberos 5 telnetd.  We are using port 756
for now.

We have a variety of systems and I am having a problem on one HP system.
After 3 people come in on port 756, the 4th one fails with the message
shown below.  This HP system is heavily used.  On another similiar HP
that is less busy, I can log in at least 16 times with no problem.

Has anyone else seen this sort of problem?
