Is this a freshly unpacked source tree?  It's much easier to debug
build problems starting from a fresh source tree.  It looks like you
might not be starting from a fresh source tree.

Did you delete the config.cache?  If the old value for "ar" is cached,
you will continue to get it until you delete the cache.
