If you are upgrading the software on the current host, simply stop the
old KDC and kadmind processes and start the new ones.

If you are migrating between hosts as part of the upgrade, you can just
copy the database directory after stopping the old KDC and kadmind
processes.

If you do choose to dump and load, omit the "dump -ov" and "load
-update" steps.  They haven't been necessary since release 1.3.  Release
1.18 removed support for the ovsec dump format, which is why you get the
"dump header bad" error trying to load it.
