file protections, stdio vs open()

Perhaps to solve the problems with file protections, and stdio files vs. open,
we should provide some libos routines to see that files are open with the
right format. This could either be a libos version of umask, or an alternative
file interface written either as a layer on top of stdio files or on top of
UNIX system calls. (It doesn't matter which one much I suppose since this is
libos...)
