My apologies for not being more explicit. I was rather tired and
wanted a note to get out before I forgot about it. Basically the
manpage for telnet does not indicate that using the "-x" option forces
encryption in our version of the telnet client. There are some
mismatches between the way the debugging flags are documented in the
manpages and the way they're implemented in telnet and telnetd but I
don't remember exactly how they're different. I may be able to look
up more when I get in within the next hour.
