I have added new behavior to kadmin: if the policy "default" exists
when a principal is created, it is assigned. I have also added this
behavior to the man page, but not yet to the texinfo files. Is MIT
maintaining its texinfo files separately from Cygnus, or are we
keeping them in sync? In other words, who should make this change?
