	   I think it would be more useful for the user community for the
   release to be the release for which the bug was reported or first
   applies.  This way, a user can search for beta-7 bugs and know if they
   need to report the problem or if a fix has been suggested.

The user community does not have access to browse through the PR
database.  If they did, very few would take the time to do so before
reporting a bug; they would just report it again.

If you think the release field should contain that information, that
we can format it as "found:<b7> fixed:<1.0>" or somesuch.  That is
actually what we did at OV, and it lets us do searches based on either
value.
