I just fired off a message asking just that question to Robert Cole of
HP Labs-Bristol, who likely knows something of the proposal I quoted.

If I'm lucky, I'll probably have an answer some time tomorrow.

As a contingency plan, we could probably get away with having only one
timestamp in UTCTime format, while putting the rest of them in as a
number of seconds since the base value.

Are there encrypted timestamps in X.509?  If so, what format do they use?
