In what ways do you want to optimize the use of Athena packages?
There are several orthogonal possible answers: (1) ease of
installation, easy of maintainance, degree of sysadmin flexibility, or
degree of user flexibility; (2) ease of use at MIT Athena or ease of
use at non-MIT sites; (3) conformance to well-known configuration
paradigms or the best technical solution even if it is novel; and so
forth.

In other words, in order to answer the question about whre Athena
packages should look for configuration files, you must first specify
the requirements you are seeking to satisfy and rank those
requirements by priority.  Only then will discussion of technical
solutions make any progress, because only then will you have a means
to compare the advantanges and disadvantage of all the possibilities.
