the UTCtime encodingdoes NOT allow for 4 digit years, making it unsuitable for our use; I've changed our stuff to use GeneralizedTime, which requires a 4-digit year. There's a bug in isode-6.0 in that the UTC encoding stuff will generate things that the UTC parsing stuff won't parse.
