Adding new functions

When new exported functions are written and added to specifications,
what is the means of getting this function's prototype added to the
header file? It seems like it would be a bad thing to have us all
randomly editing this file.
Also, at some point, the auditing procedure for kerberos version 5
should be outlined, especially for the benifit of the people who d
aren't familiar with the v4 auditing procedures....
