The way I read this bill, the mandatory key escrow provisions for
Federally funded networks would by default apply even to classified
DoD systems, or at least to new classified DoD systems deployed after
the bill is enacted into law. There is, however, a provision that lets
the President issue an executive order waiving the requirements.
I wonder if the President's executive order that waives the federal
key escrow requirement on his own secure phone will ever be made
public.
