I've seen definitions of "primitive" in this sense.   There is
"primitive element" and "primitive polynomial", which are 
two different things.  See for example:

In definition 2.214, the HAC talks about a primitive *element*, 
in section 4.5 it talks about an irreducible *polynomial*.
