This sentence contains two unrelated statements:

    S/MIME is considered the de facto standard for interoperable, secure
    e-mail.

    S/MIME is used by major vendors, including Microsoft, IBM, Netscape
    Communications and VeriSign, Inc.

Does anybody believe the first statement?  I guess by not saying who
is doing the considering, I could say

    Marc's ROT-13 Email Protector is considered the de facto standard for
    interoperable secure email.

and not be incorrect.  I love marketing spin.  All Hail Dilbert.
