Australian encryption report available

Electronic Frontiers Australia has now made available the "Review of Policy
Relating to Encryption Technologies", otherwise known as the Walsh Report,
which was obtained under a Freedom of Information Act application. This is
an important review of encryption policy which will be of international
interest. It takes a balanced look at the issues and casts strong doubts on
the workability and desirability of key escrow/key recovery policies.

The report was originally commissioned by the Australian Government in mid
1996 and was intended for public release but was suppressed by the
government for reasons unknown.
There are two versions provided:
1. A multiple file version suited to reading online.
2. A complete version (267K HTML) suitable for downloading.
Some paragraphs were deleted from the version obtained under FOI. These
missing paragraphs have been annotated with a reference to the section of
the FOI Act under which the paragraph was deleted.
Copyright permission was obtained by EFA for the public release of this
document.
